Well, the fire service can strike (at least in England). Medical doctors can strike (well, they can in Sweden, don't know about here). It's all tricky, you know. Maybe they could "strike" by making sure they do ALL the paperwork imaginable, CORRECTLY, thus taking multiple wqeeks to process each arrest?
